It is very important to write the right goals. The goal of an activity cannot be the result of an activity. Resources can be expressed in money, or in people. It is recommended to write down replaceable people by job titles (3 front-enders), irreplaceable people, without whom you will not fit into the triangle, you can also write by name.
It is best to have the charter in paper form. The organization's seal is not needed on it; it is an internal document that will never leave the company. But there is a subtle point with the signature. There is a risk that the sponsor will not read the charter sent by email. And if you come to him personally with a paper and ask him to sign this paper, his brain turns on and he begins to actually read, argue and make claims, and it is better to argue about the parameters of the project before it starts.
If you work in a small company on small projects, it may make sense not to bother with separate paperwork and strict rules, but the charter is still necessary, if only to facilitate the transfer of the project to another manager.
In this case, the charter can include links to the project environment - dev server, prod server, documentation in the conflu, roadmap, risk register, stakeholder register and other project documents.
