Which organizations to contact
If your meter fails, immediately call your home's energy supply company and notify them of the situation. Assess the possible danger posed by a faulty measuring device; it may buzz, smell like burning, or smoke.
In this case, you should immediately turn off the voltage supply to the input. Next, you will need to come to the energy supply organization and write a statement that will oblige its employees to come to the site to carry out repairs. Immediately check the date and time of the specialists’ visit.
Under no circumstances should you attempt to repair the electricity meter yourself. Even if you just need to “correct” the contact, you will have to open the seal, which is prohibited by law and subject to a serious fine.
Having arrived at the site, the inspector will prepare and write a report that will testify to the malfunction of the device measuring electricity consumption. Before this, he will check whether there has been any interference with the operation of the meter and write off its last readings. Don’t forget to ask the inspector about the cause of the breakdown and make sure that he writes it down in the report. This will help avoid further problems when determining who is responsible for the breakdown.

The other day I received a message.
From a native housing company. Telling about sad things. Like - your old electric meter is completely outdated, and therefore you need to urgently replace it. And it’s better to use two tariffs. Since I was not the only one who received such a message, but (as it turned out) almost half the city, there was even more excitement in the energy sales company.
They didn’t kill themselves in those lines, they waited for half a month, and then they found out everything and everyone. The meter needs to be changed. You can use the services of the same energy sales company. For only two thousand rubles approximately. The service seemed good, but I didn’t like it. And it’s expensive, and... I don’t want to use such services.
Right there, in a store at an energy sales company, we bought a two-tariff meter Mercury 200.02 for 1,240 rubles. The store offered their services - we can come and change it - only 500 rubles. I took my phone just in case.
The company left a request to check and seal the new meter. FREE. During two weeks. At the window they warned that if you came tomorrow, this service would cost 200 rubles. Interesting, of course.
I looked at what there is on the Internet about replacing electric meters. As usual, I didn’t find anything (except for a million ways to steal electricity), and therefore decided to change the meter myself. Which is what I want to share.
In principle, the work is not difficult. With certain skill it takes about 10 minutes in total. Because:
Despite the abundance of meter options, there is one good standard that everyone adheres to - the order in which the contacts of any meter are connected, from left to right -
Input phase, Output phase, Input zero, Output zero

The work comes down to determining what you have connected to your meter. For me, for example, everything was connected like this: input Zero output Zero input Phase output Phase. This is a completely official connection by some former Soviet electricians. I read somewhere on the Internet that it is precisely this connection that is used for further theft of electricity. And, if such a connection to the meter is detected, it allegedly entails the imposition of some kind of four-digit fine on the owner of the apartment.
About the seals on the old meter. Maybe you have them. I didn't have any specifically. Probably never.

To determine what is going into your input, you will definitely need an indicator screwdriver. You also need to determine which packets supply electricity to your meter. Well, it also doesn’t hurt to mark certain wires.
There are no fastening screws/nuts in the Mercury kit, and therefore it is better to prepare bolts with nuts, washers and groovers in advance. Diameter M6, length 15 mm, 3 sets. You should not rely on fasteners from the previous meter. Old meters are fixed, as a rule, a blunder. Mine was secured with one bolt. The meter standing nearby was generally secured with wire.
For installation in the previous seats, the Mercury kit includes a special strip that can be precisely screwed into place of the old meter. The counter itself is simply snapped onto this bar.
After such preparatory work, it will take only 10 minutes to change the meter.
When installing wires, unscrew and use both screws of the terminal block! The end of the wire, stripped of insulation, should be 15 millimeters long.
After turning on the batcher, the counter starts working immediately. No settings are required. Date, time, tariffs have already been set. Our night rate runs from 22:00 to 7:00. And also on weekends - Saturday from 7:00 to 15:00 day rate, then there is a night rate. All evening, night, all Sunday, night and only at 7:00 on Monday the day rate begins. The meter can take into account holidays, but it is not yet clear whether it is programmed to take into account holidays.
The transition to summer time is taken into account by the meter and is carried out automatically (accounting and non-accounting is also programmed). Just how it will work now (after the abolition of summer-winter time) is still unclear.
It’s just not clear yet about savings.

The tariffs here are interesting.
Our daily tariff is exactly the same as for single-tariff meters - 2.3 rubles/kW (this is for the Nizhny Novgorod region). The night tariff is generally 1.15 rubles/kW
Fairy tale!? Otherwise! In general, we will pay half as much, at first glance.
However, if you read and count, it turns out a little differently. Firstly, it is unlikely that any energy company will suddenly start operating at a loss and voluntarily agree to receive less money from some day on. Why? That’s why energy companies are wise to what they can do.
If in almost all regions the energy companies directly and honestly stated that owners of two-tariff meters will pay more, and simply made different tariffs for single-tariff and two-tariff meters, then in the “native” Nizhny Novgorod region they went much further.
The daily rate is the same for everyone. But! Somewhere in small handwriting, which is not mentioned anywhere, of course, it is written: The social norm for owners of two-tariff meters has been halved!!!
That is, with a single-tariff meter, I could consume 50 kW per month and pay a tariff of 2.3 rubles/kW. This is a social norm. If I exceed it, the tariff becomes TWO times higher, that is, 4.56 rubles/kW.
I am a Soviet man, our country is underdeveloped, and therefore I somehow fit into the tariff, 50 kW per month. It’s close, but it turns out (look on the Internet how many kilowatts are allocated per person even in the most underdeveloped countries of the world - you’re simply amazed - HOW DO WE LIVE???)
Now my social norm has become 25 kW per month. If it is exceeded, I will have to pay 4.56 rubles/kW for light. Cool? - And how!
No, the local leadership, of course, has verbiage. And any official will immediately say, “We didn’t reduce anything!” Your social norm is still 50 kW! Only the other 25 kW of social services went into the night tariff (if you exceed 25 kW of night social services, then it will cost 2.28 rubles / kW).
This is great! Simply a brilliant idea! Especially when you consider (the Internet is a lot of things) that the average family of three people consumes about 8 kW per month at night (out of the required 150 kW). Because in general, everyone works during the day and sleeps at night. The remaining 142 kW is consumed during the day.
In reality, this means only one thing - you will have to pay clearly more than you paid with a single-tariff meter. Because as soon as half a month I will pay at the normal tariff - 2.3 rubles / kW. In the second half of the month, electricity will cost me 4.56 rubles/kW.

Corrections and results:
I went to the NSC website (nsk.elektra.ru) and tried their calculator. He gave out the WRONG thing! I couldn't stand it, I wrote to support. They responded almost immediately (the next morning). They answered - we will fix it! The bottom line is that there is a Resolution 42-35_10, where paragraph 3 states that if there is a shortfall of up to half the social norm at any tariff (day or night), then the remaining social kilowatts are transferred to the other half of the tariff.
Below is the table. Added 05/11/11. Despite the fact that a month and 10 days have passed, there have been no sealers yet! I built the first line myself. I took the data from the old meter from the last payment before the replacement, took the readings of the new meter minus the initial readings, added them up and wrote it all down on the receipt. That is, on the old one, 11 kW burned up before removal, and on the new one, upon arrival of the receipt, 72 kW burned up during the day, and 67 kW at night.
We are waiting for the processing results. In theory, since the daily rate for social services has passed (75 social services for three, 83 total for the month), the “deprivation” of 8 kW should somehow be transferred to the night tariff (because there is a reserve for the night social services - the same 8 kW) . It’s interesting to see what they count!

Holy shit!!! 46 days have passed since the submission of the Application for sealing! They also command. To me. Like take a day off for 1000 rubles. (at your own expense) and wait all day! He scolded me and said that the electrician should come in the afternoon, with a preliminary call. They seemed to agree.
And they called - most likely, our interesting receipt with transitional figures reached the NSC. Without her, no one would have remembered that they promised to come and seal the meter within TWO weeks.
By the way. NOTHING has changed on the NSC website in the Calculator section! The “surplus” of day or night consumption does not go anywhere! So when calculating how much you need to pay, be careful! This is such an interesting company.

They hung up. Afterwards I called for a long time, maybe I’ll have time in the evening. I dialed the number for half an hour - it was always busy (tel. 2-43-12 - energy company). Couldn't get through.

The payment for electricity has arrived. How much to pay? Right. If there is no seal, then there is no meter. The payment contains the following numbers: consumption 159 kW, payable 386.04 rubles. For 2.4279 rub. per kW. This is according to the standard, that is.

Everything is put on. We paid the next receipt. The data on the new meter for April was “forgiven” to us, without taking into account the nighttime 67 kW. That is, they considered that these “night” ones were “daytime” and added them to the real “daytime” ones.
Clause 3 of the PCT Regulation seems to be being implemented. You can, of course, sue, demand a recalculation for April and return the illegally taken approximately 70 rubles. We will not. It will be much more expensive.
To be honest, as a person with a mathematical bent, I did not understand anything about the Energosbyt company receipts. I spent several hours trying to figure out the dates, readings, and calculations. I especially didn’t understand why in May, having spent 0 KW, we received a debt of 267.95 rubles, which we had to pay on 07/01/11. I compiled the table below as best I could. I can only say that the Energosbyt company employs complete morons as calculators and programmers.

- Makes “extra” sounds during operation.
- Does not show data, although the power supply is normal. Also, the indicator light does not light up, which is typical for electronic versions of meters.
If you discover a malfunction, the main thing is not to panic, since this is an ordinary situation that can be solved without special material costs, it is only important to follow a certain sequence.

- Sum up the received figures for the day and night, after which we make a payment taking into account the result obtained at the nearest bank branch or in another way (for example, at a Russian Post office).
