The Kremlin previously shied away from supporting coercion, but now it seems that it will no longer do so. And the point is not which of the leaders suddenly decided to get vaccinated or revaccinated. In any case, the president has to sign the laws, but it is Vladimir Putin who now bears the burden of making the starting decision. This is exactly what is written in the amendments developed by the Russian government.
The communists are already trying, if not to organize a protest, then at least to lead spontaneous protests. Against this background, the SRRP, apparently, will go into a purely political construct - the development of wording softening the draft laws.
Let us recall that on the evening of November 12, the State Duma introduced amendments to the law “On the sanitary and epidemiological welfare of the population,” as well as changes to a number of regulations allowing the introduction of QR codes in transport. The first bill is basic - and it is in it that the rule that entrusts Putin with the key initial decision on establishing restrictions appears. “When, by decision of the President of the Russian Federation, the highest official of a constituent entity of the Russian Federation introduces measures to ensure the sanitary and epidemiological well-being of the population in the event of a threat of the spread of a new coronavirus infection,” this is how this text begins, in which the regions are given the right to introduce certain restrictions.
Thus, it seems that the principle of delegating responsibility from the first person of the country to lower authorities - the government and governors - remains. Previously, the Kremlin persistently declared this even in the most insignificant situations. For example, presidential press secretary Dmitry Peskov on November 11, when all the media were filled with reports about upcoming laws on QR codes, emphasized that at the meeting with the government the day before, restrictions on transport were not discussed. Peskov also previously explained that he is not going to get vaccinated because he still has a high level of antibodies.
But now he said that he was vaccinated against coronavirus with the Sputnik Light vaccine, that is, he followed the recommendations of the WHO and the Russian Ministry of Health. Regarding the president, Peskov said this: “He himself has repeatedly said that his titres remain very high after the main vaccination. As for revaccination, this will depend on the recommendations of doctors. Of course, the safety of the president and his health is the first priority for those who are responsible for it.” However, information has already appeared that, apparently, in the coming week Putin himself will talk about his actions.
Apparently, this will be necessary in connection with the speedy consideration by the State Duma of government bills on QR codes. It is significant that Senator Andrei Klishas seemed to first emphasize that parliament will need to thoroughly understand the proposed measures. But now this comment has already been drowned in the mass of approving remarks from deputies. It looks like the Kremlin will have to actively join the propaganda campaign. If only because the transformation of bills into laws occurs only after the president’s signature.
The positions of political forces are gradually emerging. “United Russia” and the Liberal Democratic Party, as expected, although still cautiously, spoke out in favor of the government’s initiatives. Among the opponents, primarily the left. State Duma deputies from SRZP will vote against the introduction of mandatory QR codes in cafes, public places and on transport, party leader Sergei Mironov said. The website of the Communist Party of the Russian Federation reports that its faction in the State Duma will vote against the bills, this was stated by Deputy Chairman of the Central Committee Leonid Kalashnikov. Meanwhile, even in response to existing restrictions, spontaneous protests are appearing in the regions. It is clear that citizens will also not be happy with the new measures to force voluntary vaccination. And now a picket was held in Yekaterinburg, at which the leaders of local communists appeared. In Tyva, at the same picket, the Communist Party of the Russian Federation, together with residents, recorded a video appeal to the authorities demanding the abolition of QR codes.
It remains unclear what the political consequences may be from the Kremlin’s actions, which are reminiscent of the promotion of pension reform or, in general, the campaign to monetize benefits in 2005. Then the president had to take on the entire burden of responsibility, which, in particular, had a bad effect on his ratings. It is clear that this is all purely conditional matter; the main thing is not so much the level of trust in the authorities, but the willingness to continue to tolerate it. And if the president’s statements of one direction are then suddenly replaced by opposite ones, and instead of explaining his personal reasons for this, some figures are given, then this readiness is constantly decreasing.
NG asked experts about the political consequences and why the authorities always mobilize measures of a repressive rather than encouraging nature. The head of the analytical center of the Communist Party of the Russian Federation, Sergei Obukhov, told NG that even the sudden introduction of bills on Friday evening caused a storm of responses. And on the State Duma’s social networking site, after which it was forced to close comments, and on the pages of deputies. In his opinion, “the government, Rospotrebnadzor and governors have been chosen as the main whipping boys, that is, for now, the president is still distancing himself.” “He would join if he personally introduced these bills. And they can mention it and refer to it anywhere. While the Kremlin is sending indirect signals, appeals are being made to the president to ensure that Putin’s authority brings the government out of harm’s way. Of course, this is such a trick, because it is clear that sanitary doctors and Rospotrebnadzor do not at all have the power that they tell us about, that supposedly even governors cannot do anything with them. But in reality, they, like the Ministry of Health and Rospotrebnazor, are simply thrown into the furnace of future discontent,” Obukhov said. Thus, he did not agree that the situation resembles raising the retirement age: “The lessons of the protests and the decline in support are remembered and taken into account. Therefore, we are shown the president’s meetings and his speeches on the topic of the epidemic, which are as depoliticized as possible, on the one hand, and on the other hand, detailed press releases are often not published from these events.” And, of course, theoretically, the problem of sanitary restrictions could be solved not through a repressive mechanism, but through incentives, but “the authorities, it seems, are no longer able to act in this way; repression is closer to them.” This is all because “the authorities and oligarchs are pathologically greedy, they do not want to share with the population.” According to the communist, this is why vaccination is actually forced, and examples of “states acting by other methods do not inspire our government.”
It is worth noting that the lower house of NG explained that no special moderation of posts and comments on Duma social networks was introduced specifically just because, they say, there were a lot of negative responses. Moreover, no separate restrictions were established for discussing information on bills on QR codes. Simply commenting on, for example, the State Duma Instagram can only be done by those who subscribe to it. And, of course, offensive and obscene statements are not allowed there.
Member of the Legislative Assembly of Karelia from Yabloko, Emilia Slabunova, told NG that when the authorities impose restrictions, they, of course, mobilize the image of the president. “But the fact is that after foreign vaccines have been discredited and banned, people no longer believe in their own; they need compelling arguments. And besides the statements of the president, the authorities cannot present any convincing words. But the segregation of the unvaccinated and even the pitting of different groups of the population against each other leads to increased discontent in society. And the authorities, apparently, do not intend to stop; they are ready to endure political costs, acting in the most familiar way for them,” the Yablochnitsa emphasized. Moscow City Duma deputy from Yabloko Sergei Mitrokhin, who has already prepared a draft law for the capital on free travel for vaccinated people, explained to NG that “the inability of the authorities to cope with the epidemic is pushing them to extreme measures”: “The psychology of officials from top to bottom is to prohibit and not let go. And there is a danger that, under the covid sauce, there may be new repressions against civil society and political restrictions justified by the epidemic.” He is convinced that the authorities will rely purely on forceful methods.
First Vice President of the Center for Political Technologies Alexei Makarkin reminded NG that the president indirectly supported vaccination back in the spring, having been vaccinated against the virus and talking about his feelings. And throughout this period, he encouraged people to get vaccinated. That’s why in Peskov’s words the new information is only an information lead, but not the Kremlin’s message: “There is nothing fundamentally new in the Kremlin’s signals. But there is one thing. The president had a public position on the voluntariness of vaccination, and this is considered by part of society as an opportunity not to vaccinate at all. Therefore, both supporters of vaccination and opponents appealed to such words from the president, emphasizing voluntariness.” But now the Kremlin has a need to clarify the official position - and the president has begun to softly identify with supporters of vaccinations. “His mention in the bill emphasizes that the will is being carried out from above; this is necessary to cut the ground from under those who claimed that the authorities defended voluntariness. At the same time, this will allow us to exclude “conspiracy theories”: they say that all the outrages are done by bad boyars, and the president, they say, takes a different position.” That is, the government strives, on the one hand, to minimize the influence of anti-vaxxers in the public space, and on the other, to depoliticize the topic as much as possible and transfer responsibility to the regional level.”
However, Makarkin is confident that one way or another, there will be political consequences - mainly in the form of growing discontent and protest sentiments. “This is the biggest problem for the authorities, which forces them to act more carefully. After all, not only opponents can turn away, but also their own, and ardent and radical supporters who are ready to come out to power in protests and fight; no one wants to lose them. Now irritation with the restrictions is growing on both sides - both among those who are forced to present codes and certificates and wear masks, and among those who check and do not allow entry - security guards, saleswomen. Society has a very high demand for a return to normal life, people are tired of restrictions, and the fears themselves have become more economic than epidemiological.” The expert also recalled that, in general, people are already accustomed to the fact that the state does not interfere in private life and health - and vaccination is perceived as such. And here it turns out that the authorities are returning the practice that existed in the USSR. At the same time, Makarkin explained why the government does not mobilize incentive tools: “This is a big expense for the regions. And at the federal level, the authorities do not want to spend money, preferring to maintain a safety net - a reserve fund for a rainy day. What is this, if not an epidemic, and no one knows when it will come. But people in power remember the 90s, when Russia had to ask for money from the IMF. Therefore, the Kremlin is in no hurry to unpack the moneybox, and without it, regional budgets will not be able to bear the costs. That’s why the authorities act using the usual forceful methods.” n
